Sea Freight

TRANSIT Internal/External

In a general definition, the movement of non-customs-cleared goods from one customs office to another is called transit. According to Article 60 of the Customs Law of the country, either at the discretion of the customs authority or at the request of the importer, the goods can be transferred to another customs office within the country or to another country, so that customs procedures and clearance of goods can be carried out at that customs office.

Iran belongs to the key countries along the historical Silk Road, which is over 2,000 years old and used to link Eastern Asia with the Mediterranean area. One of the main routes originated in what is today called Turkmenistan, and crossed the Iranian border at Sarakhs. The road led through Rey, a southern suburb of today’s modern metropolis Tehran, and a transit hub of the trading route at the time.

Owing to its geographic position, the country plays also nowadays an eminent role as a transit country between Europe and Asia and is regarded as a key connection on the New Silk Road to Europe.

But it is also an importer of many goods. At least since the sanctions were lifted in early 2016, Iran has become an attractive trade partner again, opening up enormous chances to foreign companies; many industries have positioned themselves for trade relations with Iran.

According to the platform trading economics Iran’s main imports are: non-electrical machinery (17 percent of total imports), iron and steel (14 percent), chemicals and related products (11 percent), transport vehicles (9 percent) and electrical machinery, tools and appliances (7 percent). The major import partners are the United Arab Emirates (31 percent of total imports) and China (17 percent). Other important partners are South Korea, Turkey and Germany.

HOW TO PROCEED

However, Iranian Customs Regulations are not as end-user friendly as one expects, particularly when compared to EU requirements. While there are some general prerequisites to be met in order to import a consignment, there might be additional special permits to be obtained; Moreover, depending on the nature of the commodity, a standardized procedures apply.

Regardless of the nature of the commercial cargo, importers need to arrange for a Registration Order by the Ministry of Commerce either by themselves or through a customs broker. Once ready to proceed with the shipment, the consignee (or his legal representative i.e. customs broker) has to approach the relevant governmental organization to obtain the required import authorization.

This special permit falls into numerous categories including

Phyto-sanitary Inspection (for food products)

Health (for food)

Atomic Analysis (for wood to be used in the food industry, ice-cream stick for example)

Certificate of Inspection (Consignment with Mandatory Quality Prerequisites

Fumigation (for non-treated pallets / wooden boxes)

Pro-forma invoice Certification (for tobacco and other sensitive products) or

Permission from the Communications Regulatory Authority (for telecommunication devices).

Declarations to customs authorities have to be submitted at the time of the arrival of the cargo at Iranian ports or other points of entry. With the help of customs experts located nationwide, the authorities inspect the declaration to decide if it is accurate. Given the compliance of all documentation and declarations and after all necessary payments are made, the consignment is free to be dispatched from customs facilities.
